No need to buy a new license.
You can move the old notes folder to your new Mac and then have your new Mac's archive manage it. Select Note ▶ Switch Archives ... to change the managed notes folder.

@delchicago1 It's a personal license, you can keep it with you as you change computers (or use two in sync)
