The Archive will not open in OS Tahoe
I have tried several downloads, but the icon just jumps up and down in the Dock.

Did you previously use the app with iCloud Drive synced files? I've head a couple of times that Tahoe seems to have trouble with 'offloaded' files -- The Archive reads all your notes during launch, and then the OS just balks and gives up, but the app never notices that the file contents will never appear:
