Yes, this can be confusing. How to create a note with a UID and title.
I don't think this is intuitive.
Here are 2 methods. They require some muscle memory to develop proficiency.

and then a title.I use a Keyboard Maestro macro with a template for new notes and have never developed the muscle memory for doing this. May use Alfred.

No, clickable links have to have a target. I guess you could link to an empty target. I've heard of some use cases for this.
One way to make clickable links to established notes is to select a note from the note list and use the key combination ⌥⌘C to "Copy Link to Note". Then paste the link where appropreate, This is a menu option under Edit and you can select this option by Right Clicking on the note in the note list.
The amount of enbedded automation in The Archive is its blessing and its curse. It does make the learning curve a little steeper.
