As far as I know there is no complete manual, but there is a Getting Started and lots on content on the blog, and a Youtube channel dedicated to Zettelkasten. Aside the book published by the people behind this website (German), I believe How to Take Smart Notes is one of the more popular books about Zettelkasten. The closest thing to a manual I just found might be this page.
